Is this a defect in my phone or a known ssue when shooting in low light?

Trust me I have got this bf.
But however it isn't a line, just a simple black dot.
About mid-top-right of every photo i had taken.
So what i did was try to take simple white background photo
(you can try taking photo while switching from video to auto mode some how the screen is completely white, so quickly take it).
Then see if the line exist... and if it does just bring it to SE center
and they will replace the camera chip right away...
well that what they, from where i am...

My K700i has the same problem

It's not really a fault, just a limitation of the cheap low-quality CMOS chip.

Oh well. Live with it...
