the usual reason is so that the phone can be used in camera sensitive areas but providing an option in the phone to disable the camera temporarily almost certainly wouldn't be a satisfactory work around for most places as it could just as easily be re-enabled

It's the fact that the phone has a builtin camera that counts.

As masseur wrote in an erlier post, it will most certainly not suffice to temporarily disable the camera.
