mp3 - 128
ogg - 64

Thats good enuff I suppose for the phone's audio output. And this might be a biased opinion as I still prefer other sources to listen to whenever available (and to me mostly they are)

MP3: 128-320 kbps

OGG: 64-80 kbps (half sized files, same quality as a 128 or more MP3 file)

Good MP3 player: ultra MP3, Mp3 Go, Unreal Player
Good OGG Player: Oggplay, unreal player (v2.0 or above if am not mistaken)

Hope this helps!
