If u choose 'Headers Only' as I do it initially only downloads the header & who it's from & so that's all u get charged. This can allow u to choose whether to receive the full message & hence get charged for the size of that, including attachments if u receive them. Or u can just delete the header & so not get charged for unwanted junk mail.
Next time u connect it will then delete the message from the server

Well if it doesn't download it you won't be charged for it. If you want to be certain then check with your Network
