Is it possible to download new languages (phone language, t9) to the K700i phone and not go to a service office?

no, unfortunately not.
also, as I mentioned in a recent thread, I couldn't even get the language pack changed at a service centre. I had a hong kong K700 with english and chinese and whereas I used to be able to get an EU language pack loaded at a UK service centre the update system would not let them do that any more and I update to the hong kong version of R2L
