can you not go ahead and install the 1.3 and it will ask you if you want to replace existing version? It always ask that with other app. when upgrading.

Now, therez somethin called search in this forum, and this would come up quite a lot if u'd tried it...
Keeping your old settings when upgrading from SMan v1.x
We have tried to maintain compatibility between the current
version of SMan with older version. However, we cannot
guarantee that this will work all the time. The official
stand on this is to install the new version of SMan and
reconfigure everything again.
For the following steps to work, you can use the built-in
file manager that came with SMan v1.2 or higher. If you are
using SMan v1.1 or earlier, please install a seperate file
manager into your UIQ device (we recommend Symbian's
qfileman that can be found from their website at URL
http://www.symbian.com address). These steps are to be done
before you install the new version of SMan.
1. Go to the folder where where SMan is installed at
x:systemappssman (where x: is the drive you installed
SMan in).
2. Create a folder called "Backup".
3. Copy the files called SMan.cfg and SMan.snp into the
Backup folder.
Once you have installed the new SMan, simply copy the content
in your Backup folder back into the SMan directoy,
immediately quit SMan and re-run SMan. You will see the old
settings being incorporated into the new SMan version. There
are a few settings that would still need to be reactivated
but the bulk of things will be preserved.
Problems installing new SMan or uninstalling older version
=====================================================
If you get the error message "in use" when trying to
uninstall or upgrade SMan, please do the following:
To upgrade to latest version of SMan
====================================
You can use the built-in file manager in SMan or install
Symbian's qfileman application to do this.
1. Go to the folder "x:systeminstall" (where x: is the
drive letter you installed SMan in).
2. Delete the "sman*.sis" file found there. This could vary
from "sman12.sis" to "sman12c-dut.sis" depeding on the
version and language installed.
3. Install the latest version of SMan like you normally do
with any applications into your UIQ device.
To uninstall SMan from your UIQ device
======================================
You must Install Symbian's qfileman application to do this.
1. Go to the folder "x:systeminstall" (where x: is the
drive letter you installed SMan in).
2. Delete the "sman*.sis" file found there. This could vary
from "sman12.sis" to "sman12c-dut.sis" depeding on the
version and language installed.
3. Go to the folder "x:systemapps" and delete the folder
"SMan" and all it's contents.
4. Delete the file "SMan.boot" in "c:"
5. Delete the file "SManRecog.mdl" from either
"c:systemrecogs" or "d:systemrecogs" folder. Check
both locations.
