I have been going out with this girl for a month and have only seen her 3 times and she always says she will ring me back and she doesnt. I have told her a few times that this annoys me and still she did it again today. Please help. What should i do about this?

Are you stupid dude?
If she doesn't call you back, that means she has no respect for you as an individual, so tell her to bugger off and have a good life.
I can't believe you're still going out with this girl, man!
btw she's probably doing it because she wants to keep you on a string, and if you keep going out with this girl, you're gonna find yourself buying her things (expensive and useless things!) and not getting much from it.
Go find another girl.
