Nah mate, seriously, even on the cheapest tariff (£22.50 per month) so thats £270 over the course of the 12 month contract!
They have since revised the website to show £199 as you stated though, some of their orders are processing so be interesting to see if they get away with it being free!

I got my S700 today, from carphone warehouse, £99.99, on O2 250, £35 month, double mins and txt for 3 months.

and the best bit...they are generic units, ie, as SE intended, no messed up firmware and silly icons.

Guys at CPW said the initial lot they get in tend to be a little more pricey as they buy generic units to get to the market before everyone else, but when the customised units come online, they get them and the price drops.

But to be honest, at £99 for generic and I use the mins anyways I am more than happy!

how u manage to get it for £99.99 on o2 250? as its on their site at the o2 max tariff at £75 a month

I spend a reasonable amount with them, I also have my business Voda account with them, spending about £250 monthly, so I said, if you value my business, you can do me a better deal than £169 for the handset. He went away, and then said, we can do it for £99, I decided not to take the piss and accept that, seemed fair to me.
