I was on a cemenary about ppl being threated where a person who helps crime victims told that you can track a person throught the GPS system by checking up his GSM phone.

Is this true???

I don't know what exactly you mean and why you only mention GSM. Technically, I think anything that transmits a signal can be tracked by triangulation. A cellphone for example regardless of carrier can be tracked based on the strength of it's signal as received by the nearby cell sites.

GSM Phones can be tracked as close as 50m -100m in cities and 500-1000m on the country side. But his has nothing to do with GPS, just a combination of triangulation (as mentioned), signal strength and cell-info.
There are location based services which already take advantage of this. For example finding the closest medical center etc.

But this data isn't available to anyone else except carriers and maybe the police on request.

Yea,thats correct , we can find a phone with a tolerance of +-50m as others mentioned . But i dont understand what the thread starter said about gps This message was posted from a T610

Maybe @seiunUsagi means configuring a GPS satellite to track down a certain GSM subscriber without using Cell sites as reference. That might be possible if my concept of a GPS system is correct.

Your "concept of a GPS system" is totally incorrect. This is not technically possible.
