things like transponder costs for satellites are expensive and the failed iridium projects still do not bode well for internet over satellite.

there were a lot of pilot projects started in india to connect the whole of india using a satellite internet, and it never really took off.
so the telecom companies (BSNL http://www.bsnl.co.in ) and the government thought it was more prudent to use the wireless in local loop technology (WLL) and GSM which may be more cost effective in the long run since they provide voice and data services. So, even the smallest telephone exchanges in the smallest village got itself a mobile tower, by which the reach could be expanded.
other technologies like VPNs and ATMs also need to be looked before one can use satellite internet.
