how do i convert .mp3 to .aac format? what proggrames are available? are there any freewares?

you don't need to mess with such a junk like iTunes are.

use dBpowerAMP with AAC encoder. free and great.

for good quality AAC you need only the half of the mp3 bitrate (64kbps AAC plays actully better then 128kbps mp3)

Then you are doing something wrong.

You may be using Itune - which doesnt store the files with the standard .mp4 extension, simply rename your Itune files to have .mp4 extension and they will play on your phone.

note that AAC/mp4 files cannot be used as ringtones
