i know this has been spoken about a lot of times but what free soft can i use to convert mp3 to ogg. i used 2 types of programs but they dont reduce size much. please help

Are you converting using the exact same bitrate for the OGG and MP3???
If you are, you're not going to see a difference!! 128kbps is going to give you the same size file no matter what file format you choose.
The idea behind OGG is that you can convert your music to a LOWER bitrate and get the same audio quality.
BUT, I wouldn't recommend converting from MP3 to OGG, because MP3 and OGG are both lossy compression formats which means that your resulting OGG file would have gone through at least 2 stages of compression.
Rip from you original source to the OGG format. I personally rip to 64kbps and hear very little difference in comparison to 128kbps MP3.

kbps = kilobits per second so... D'OH you aren't going to see any difference
