Is it me or ogg played with ogg player are much louder on speaker than normal mp3 on the built in player ? same or less bitrate lesser size & louder...just great

Higher bitrate = Higher frequencies (more fidelity)
Volume is independent of bitrate.

If you imagine a sound wave like a sine wave, volume is the heigth of the sine wave (Y), frequency on the other hand is how many oscilations (horizontal - X) can it do by second (20.000 is CD quality).
Bitrate must be 2x the frequency. So 44000 bits/s = 22000 Hz.

On another note, many converter applications will increase the volume of a sample simply to "Compensate" for the loss in quality. Don't ask me why, but when I drop the bitrate on my mp3s they get quieter and bass-ier. So, I assume it just turns up the treble and then increases volume generally.

Of course, low bitrates can not produce high frequencies.
It's live having 21'' monitor with at low resolution. The pixels become HUGE. You can not draw fine and precise graphics using this resolution, can you?

OK, there may be some tricks samplers and players do with sound to compensate for the lack of high frequencies in the MP3, like exagerating the higher frequencies to compensate for the even higher frequencies that are lacking.

But you must remember that your hear is much more aware of the higher frequencies than the low frequencies. Did you ever notice that home cinema generally has ony one subwoofer? (and it's enougth)

One suggestion, start using Ogg files and you'll never want to come back to MP3
