well a quick check with my good friend the
manual tells me a phone with a diagonal line through means 'no incoming calls available'

On my t230 it appears sumtimes, for no reason. It means u can't make a phonecall.

well I'm afraid we don't know but try ringing your network provider perhaps might get you some answers?
