I believe its the setting to check whether the battery that keeps the time stored in it (the small battery when you open the phone) is keeping the time after you turn the phone off.
Correct me if im wrong.

In most electronic devices of some complexity, there are several different clocks controlling various functions.
"Real Time Clock" (RTC) is a name given to an internal clock that is capable of keeping track of the time that we use in calendars, wrist-watches and church towers. The other clocks in the device have no "sense of time".
You can buy specially designed electronic chips that are called RTC's. These are easily interfaced to a device's processor; the processor can ask the RTC chip for the time and date at any given moment, the result is returned in an easily understandable format. RTC's are often low-power, so you can keep them running when the device is turned off, without loosing much battery power.
I would guess that the RTC in a phone is integrated into one of the big, complex chips, maybe even on the same dice as the processor.
