Make lots of noise at the wrong time! Like early morning 3am or just when he / she has loads of guest in his home. Make sure the noise is not pleasant and that he comes running to you to keep the noise down. Basically there is proverb that you need a thorn to remove a thorn. So give him a taste of his own medicine

Here is the full situation. I moved to this new flat in October. My first week here & All I can hear is shouting, children crying & them flicking the light swith 100 times every night. I complint to them first, but no help. Then i complained to the management. They said that they will put more insulation in my flat. It has now nearly been 9 months & they have done nothing. They also promised to kick out the tennants after thair contract finishes in May, but of course, they didn't.
About making noise back at them....Have tried that, but they just make even more noise back at me. I can never win.
