Firstly Hi, Im Rich from Derby, UK
When transferring images from my PC to handset via Bluetooth can they be viewed full screen? If so what resolution should they be or do they need a specific file tag to become a wallpaper?

Pictures you transfer to your S700 from your PC are viewed in the same way as pictures you take with your S700's camera.
Your S700 will be able to use any supported image format as a wallpaper e.g. JPEG, BMP, etc.

BUT, if i was you, id find out the screen resilution in pixels becuase then you would have the right size picture, and it would also be very compact in size...
