( 1 ) CDA Number on P910 - What's the Significance?

The reason I ask is that I have noticed that there are a number of different numbers out there.

For example my phone has a CDA number of CDA162006/2 R2A03.

When I log on to the the SE website it tells me that the current Organiser Version for my CDA is R2A17.

Yet on this Forum I have seen talk of a CDA162005/x whose current Organiser Version is R3A04

So basically

Is it the case that because a phone has a higher CDA number it means that the Organiser Version is later than the ones compatible with the lower CDA numbers i.e. does CDA162006/2 + Organiser R2A17 contain all the updates of CDA162005/x + Organiser R3A04?

Or is it the case that the really important number is the Organiser Version and the CDA number is just some code that tells you that a phone is locked to a network or maybe a particular network (although I note that the P910 on the O2 network has a similar CDA to mine which is on T-Mobile.
