If the phone had been turned off and the kid entered the PIN code multiple times, you will need the PUK code as the PIN code will no longer work.
If the kid changed the PIN code but the phone is still accessible (had not been locked/turned off), then your best bet is to perform a master reset of the phone.
Sorry if my advice is not relevant, perhaps i've misunderstood the situation that you are in.
