It shows how many tries to enter a code you have left.
Those locks are used e.g. to lock a phone to a sim card or network operator etc.

My english is even badder!

a have a german devise it say personalisieren / personalising ?!?
they have 3 pionts

netz / net ,

netzbereich / netarea ,

betreiber / operator

and behind 3 open locks

I tried it on my k7001.
The menu is called Personalize and has 2 options:
Network and Network subset.
They both have an open paddlock beside them

When I choose Network it comes to another menu MNC length and I can choose between MNC2 and MNC3. This is alos the same options when Network subset is chosen

Also tried it on z1010 and was presented with 2 more options,
SP and Corporate.

Choosing SP I get asked for a code under the title SPCK

ChoosingCorporate I get asked for a code under the title CCK

Actually the code is < * * <. I think it's to do with Network Customisation, but I'm not sure.
