Are there any devices available to allow non-Bluetooth phones to use a Bluetooth device.
A hands free for example.

Back in the days of the Ericsson T28 and HBH-10, you could get a Bluetooth adapter to put on the phone's connector.

That adaptor is the DBA-10. The list of compatible phones on the SE site only refers to Ericsson-phones:

As often you might have a fair chance that it works with newer phones too.

My friend said that he knew a place here in banglore, india where you can install a bluetooth chip which allows your phone to communicate via bt. Cost is Rs2500 which is around 50 usd. Not worth it he you ask me.
