for mobile phone provider in Australia, to send sms from their site.
the mobile number is 0417 895 XXX
my friend has no idea how to sent sms from the web site and,
what's funny, who is the service provider.

Is your friend use prepaid (pay to go) or post-paid(contract)? If s/he's on the latter, the bill would state who to pay (the service provider obviously)
Also, I think it's a bit more difficult to determine the provider just by the access code (0417) because i think in Australia, subscribers are allowed to switch SPs and still retain their numbers
