why can't i set an mp3 i upload to my phone as a ringtone?

The option is greyed out and when i try to set it it comes up with an info box that reads - cannot use this file

anyone?

seems they've locked a lot of stuff.

Can I get rid of it by reflashing?

and how do i do that?
