fedex and ups require both parties to have a fedex or respectively ups account for cods. however, fedex does not make international delieveries with COD, while UPS charges a sky-high price. it'd be cheaper to go to nokia and buy it at the plus $200 inflated direct price from them

there will be a flood of 7650 soon, and with warranty, all over the world. so why get the unit from someone far like kuwait? why dont you just sell around your neighborhood? everyone here in esato is waiting for the P800 anyway.
