In france you can do it.
Just send a mms with what you want to submit and it's done
(well, it's a service provided by the operator)

If the service is set up (like some mobile blog sites are) to acceot attachements (pictures) from cellphones, it would work.
www.textamerica.com does this.
For being able to do so to your onw wap/web site you'd pribably need to code the whole thing yourself. Uploading from phone is only possible by messaging your content from the phone to your site/ftp/whatever you setup is.
