Hi there,
It's the first time I ever sold an item on ebay. I had a reserve price set. Once the reserve is met i understand the fee to ebay is then payable. if the person who won the bid backs out or does not reply to my emails am i still liable to pay ebay the fee?

You can relist again, not sure if you'll get charged though, I've just had to do that with an item - an attempted scammer won the auction first time, the second winner couldn't complete the sale for a genuine reason either!
If you've had multiple bids, try offering a second chance offer to the second highest bidder if their bid wasn't too far below the winning bid. I don't think you get charged for this.
btw, just as an aside, I've found when selling things that reserve prices can put bidders off. It's a bit of a gamble, but when selling phones I always start them off at 99p with no reserve. Don't worry, you'd get loads of bids!

You can apply for a final value fee credit from ebay if you get scammed of the buyer does'nt pay/backs out. You will still get charged for listing your item but you can claim back the final value fee that Ebay charge when your item sells.
The starting page to apply for the final value fee credit is below:-

You will have to put your username and password in to enter the dispute section.
If you dont want to use the link provided. Use the following steps:-
1 Log onto Ebay
2 Click on the My Ebay icon
3 Click on the Services icon at the top of the screen
4 Scroll down until you see a link on the right side of the screen saying Report an Unpaid Item and click on it.
You will need to enter your username and password and also make sure you've got the item number written down as you will need to enter that as well.
