What is the difference between these two messages?

When you get the 'SOS calls only' message it means that you do not have access to your own network but the phone is allowed to make SOS calls using other 'in range' networks.
If there is no network at all then I guess you can't even make SOS calls as your phone would not be picking up any network at all.

I thought that the SOS thing only happend when signal strength was low. However, I have noticed lately that sometimes I have 3 or 4 bars of signal and I still get the SOS message. Does this make sense?

Yes because you're picking up a good signal from another network, not your own, which you can only use for SOS calls. Your network will have no signal but others may have a good signal in the area so it does make sense.
