For any phone find the size of screen + status bar + softkey (your phone might have difference name for these). Resize your picture to the width plus height (all parts added together). Cut out from top to bottom.

Example for K700 is
176 X 18 for status bar
176 X 176 for standby/desk top
176 X 26 for soft key

but start with 176 X 220 (18+176+26) picture and cut from top to bottom. Followed this for anyphone except in the correct size of phone.

Use any paint program, I use MS paint (came with computer, window XP) or if you have like Paint Shop Pro that will work. Go into "image" select "strecth and skew" or any similar setting (difference with difference apps). Resize till you get the right size. It's always better to start with bigger pict and resized down. Some time you can't get it exactly right, get it as close to the size as possible and cut (attribute) to exact size.

What I do is after I cut out the top, save that as "whatever" now make another copy of it but mark the bottom corner with some kind of marking. Go back to main picture and paste the top part (the one you had the marking on) now you know exactly where to cut out the next picture frame. Keep doing same for all parts.
Example:
Top bar (with corner marked with white area)

Paste top bar on top of picture. (see where I have white out) thats where I start for second frame.

See where arrow is at? The Esato watermark kinda cover it up but hope you get the idea.

I take my 'basic image' of 176*220 (for V800) and then select the top portion (176*16) and copy that into a new document (176*16), repeat steps for wallpaper and softkeys.

Photoshops offers an option to set 'guides' in other words draw a line at a certain point (for example at 16 pixels horizontal) so you know where to start your selection.

^^Great ideas, will save me lots of time doing it your way. The way I've been doing it take a little longer. I'm pretty new to all this Photo Shop type programs. I didn't own my first PC till 1 year ago. I still have lots to learn before my themes can match some of the Great Themers like Vlammetje and others.
