You can only send external images via MMS AFAIK.

You can send black and white pictures in the .wbmp format by inserting them to an sms. (EMS) But for coloured pics in the .jpg or .gif format you'd have to send them as mms.

I can send and receive b/w pics of size 72x28 but b/w pics sent by my phone can only be received and viewed by samsung and other SE phones, not by nokia
Also each pic occupies 3 sms. If the network is too busy, the 3 sms wont be received properly by the recipient and all he gets is a corrupt message

I think 32x32 1-bit bmp images will only consume 160 bytes (4bytes x 4bytes) same as 1 SMS message.
