Is it true that you can change Imei with this cable? That's illegal isn't it? What else can you do with this cable?

I hate threads about changing IMEIs. Why would you want to change an IMEI other than if the phone is blacklisted, thus most probably stolen? I don't want to start a debate, just don't discuss changing IMEIs.
