blacklisting is where a phones IMEI is recorded in a data when its reported lost or stolen so that it can never be used again. When you try to connect to the network (turn phone on etc) it first checks the database for your IMEI to see if it is blacklisted (also known as barred)
generally that only works within one country and you can take the phone elsewhere and it will work fine
when I suspected my first V3 of being blacklisted I just called vodafone and they were able to check the IMEI on the database but I don't believe there is any public access for checking that
