1. If I take it with me to a country that uses CDMA (ex. Japan), along with the sim from my HOME country, and just use it to take photos, not to call... can I use the camera?
2. If I take it with me to a country that uses 900/1800/1900 which K700i allows, and I have a sim from my HOME country, but I don't register for a network in that foreign country... can I again make use of the phone to take photos (but not to call)?
Thanks in advanced. Obviously, you might guess that I don't have a "real" digital camera.

Make sure your phone has a sim card inserted in it. The sim needs to be inserted for the phone to work. Any sim will do. Even an inactive one! :-)

Yes, this applies to all phones, they will work enough to use all functions other than phone functions with any SIM card inserted & regardless of where u are.
As already stated even an inactive old or unregistered SIM will do the job & allow the phone to come on so u can use the camera, media player, radio, games, calendar etc etc
