I'll try & offer a little more explanation:

Firstly, no u can't have Symbian on a V800.
Now the reasons are that the V800 is a normal phone & not a Smartphone & hence it runs on SEs operating system & User Interface.
Symbian is a Smartphone operating system & not something that can just be installed on any phone. The phone must be made as a Symbian phone to begin with, just like u cannot make your TV run windows or your fridge do the cooking

Symbian is the underlying OS & can have different UI's such as Series60 as used by Nokia or UIQ as used for SE P-Series, also Nokia have the upcoming Series80.

SEs future with Symbian Smartphones lies with UIQ v3.0 which will finally support phones with different form factors i.e. phones with buttons, flip phones etc as well as touch screen devices. An exciting prospect
