Do I need to ask the operator to activate anything if I want to use my T68i as a data modem such that I can send/receive email either on the phone or connecting it to notebook/PDA ?
I tried by setting the email options on the phone but it always show dialing and quickly quit saying cannot find server. From the length of the process, I doubt it ever make a call. However, if I just dial the ISP modem number(as normal voice call), I can hear the usual modem sync signal.

You may need to ask your network operator to enable your SIM for data and/or GPRS if you are trying to use that too.

Not only that, you have to check if your isp is accesible from a mobile. i use orange.net from the uk and works fine
