May be your operators encryption / decryption system or something related. Never heard something like this.

As far as I know, if you're on a GSM network they normally encrypt the voice call. This can be turned off at network level to enable people to listen into the conversations (ie. government).
You normally get a warning to say it's off so you can avoid using the network. As long as you are not doing anything you shouldn't you should be safe!
I recall reading something about it being turned off in one country during a large scale police operation.
Try calling the network, they should be able to provide more details.
