Photoshop http://www.adobe.com/products/photoshop/main.html

Is easily by a mile the best image editing/creating tool out there, i wouldnt use anything else but the price is a little steep, especially for some one only starting out. There is a cheaper version called photoshop elements and that would be much more customed for you as it dosnt have some of the high end options that most people will never use.

Paint Shop Pro
http://www.jasc.com

Its certainly cheaper and it is very good for image editing i dont really have much experiance in paint shop but of what i remeber its fairly good to get a crasp on.

GIMP
http://www.gimp.org/windows/

GIMP is an acronym for GNU Image Manipulation Program. It is a freely distributed program for such tasks as photo retouching, image composition and image authoring. Never ever used this but its completly FREE so thats a start.

Illustrator
http://www.adobe.com/products/illustrator/main.html

I love this program, for creating logos etc its great its vector based so i doubt you will really be intrested in this and its fairly steep price aswell.

As for places to learn:

http://www.grafx-design.com/psp_tut.html
http://www.deviantart.com
http://www.sketchpad.net/illustrator.htm
http://graphicssoft.about.com/od/illustratortutorials/

google and you will find hundreds more!

Hope this helps, even if its only a little.
