Roughly how many single tracks might a card of this size hold in mp3 format.

I'd say about 30-40 tracks at roughly 3.5mb at track all depends on what rate they are. (alot more if they were .ogg files)

Is there much deprecdiation in quality with .ogg files. And what is the best way to save an mp3 as an ogg ?

IMO the .ogg files are great you can lower the bit rate all the way down and the files still sound excellent. To convert mp3 to .ogg files use
dbpoweramp (dont forget to download the .ogg codec from them too) and play them on your p*** using
oggplay
I got 20 tracks in .ogg format under 22mb on my p800
