Unjust Vexation

The Facts:

Allegedly accused of being annoying with his numerous unsolicited remarks, arrogance and racial slurs, thereby causing many untoward incidents within this territory. Technically, his acts sum up to be a terrible nuisance which should be curbed with a penalty.
