What application can I use on my Windows XP system to view the themes .thm files?

You need to register to get the SE one though it is free and the app is very good.

WinRAR is only useful if you rename them as a .rar file and open that up. Even then you will only see the components and not the theme as a whole, for this use the SE Themes Creator

I downloaded the theme creator from se website today, without the need to register. Also comes with a pdf user guide-essential and useful.
