There is. All you need to know is your pc's Ip and firewalls should be turned off.

He he. Which internet connection are you using? Your service provider will have some firewalls set in, and it might be a dynamic Ip, so unless you get some apps or someone else sitting in your pc for a while, you cant get things moving. If you want to move stuff, i prefer Gmail drive. So you can access all your stuff, in any computer connected to the net.

you could use an ftp client, just use ur pc at home as an ftp server and leave it running, then use an ftp client at college and log in

dude lol make life simple
turn of firewall and download WINVNC its a program that allows you to control your pc from another pc and you get to view it like your actually on your own pc.
i do this all the time at work
just put the winvnc in sever mode and then set a password. then on the pc u use away from your pc use the viewer mode and type in your pc's ip and there you get to use your pc as if your in front of it!

if using windows then i'd reccomend Remote Administrator (2.0, 2.1 or higher)
Not sure if VNC has improved or not, but when I tried it against Radmin, RAdmin definately performed better in both low and high bandwidth situations.
It depends what you're looking to control it from though.
