........a cable that connects to a com port or any port on an old pc and at the other end is a socket to put a usb in. basically i want my old pc to be able to use usb things but it does not have any usb ports. can i do this and how much

You're best bet is to get a USB PCI card, assuming that your PC has PCI slots that is.
These cards can be picked up for around £10 or less, and will give you at least two USB ports, most of them come with four ports.
The only other thing is that you'll need at least Windows 98 SE on the PC for it to work properly.

I assumed that he's using a desktop pc and so a PCI USB card should do the trick, that's all
