i have come across some wap sites where i can download full mp3 songs for inbetween 500kb and 1mb and they sound gd quality !! i can tell they r not recorded off a stereo ! i would be gratefull if any body cud tell me how you do this?? if there is any software whats it called ! cheerz to anybody that helps

There's loads of different programs out there that can re-encode MP3s to a lower bit rate.
Personally, I use one called CDex (free software). It can convert both .wav files and CDs to MP3 at a number of different bit rates and either in mono or stereo. Basically, the lower the bit rate, the smaller the resulting mp3 file size.
The only down side with CDex is that if you have an MP3 and want to reduce the bit rate, you have to convert it to a .wav file first and then encode it back to mp3, which inevitably means that you lose a bit of sound quality.
On the other hand, if you're encoding at a level that produces file sizes of 500k, you're not likely to notice the drop in quality anyway

encoding to wav then to mp3 does not lose sound quality. wav is uncompressed! anyway, when you use cdex to convert to mp3 it converts cd->wav->mp3 on the fly.
the files you are talking about are most likely MP4 or M4A

No, I meant that if you already have a mp3 at, say, 128kbps and want to use CDex to convert it to a 32kbps mp3, you first have to convert the mp3 to wav and then re-encode the wav to a 32kbps mp3. This means that the resulting mp3 has effectively been encoded twice, once to 128kbps and then again to 32kbps. Two encodings = two opporunities for losses
