Is there a program that is written or can be written for GIF files per use on contacts?? Or even MPEG4 files for use w/contacts??? I definitely would be willing to pay for it on my p910.

If you want animation to pop up on a call, then the Phone app itself needs an update, which belongs to SE. Otherwise write to one of the 3rd party contact manager developers.
