i just brought a new PCB for my k700i but the problem is i i dont have the heart to open my phone as i may mess it up. is there an faq on how to fit it?

If the PCB is brand new send it back as a DOA. You proved that point in reassembling with your old board and it working. Have you got any mates with the same phone that you can swap out with?
Edit: Is the power button surface mounted? You could run fly leads to the battery and try shorting the pins for the power button, in case it is faulty?

If its brand new then it probably is empty. It will need firmware flashing on it.

Wouldn't the phone do an initial power up though? Otherwise, how would you program the firmware?

If there is no firmware then the phone wont do anything as there is no programming to tell it what to do.

also to flash it do i full flash the k700i with the full r2al firm or what ever the new one is?
