All of a sudden the option for screen saver has popped out of my lap top!
I've altered nothing, installed notthing and fiddeled with nothing.
What has happened and where do I find the program/driver to reinstall it?

A couple of things to try:
Start Regedit (click on start, run, type 'regedit' without the quotes and navigate to these locations:
HKLMSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem
HKCUSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem
In the right-pane of both of these entries, delete the value named "NoDispScrSavPage".
Alternatively, have a look at this site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
In the left-hand column on line 51 there's a downloadable registry hack that'll hopefully bring your tab back.
As to how it happened, it can only be caused by a registry change so I'd guess that your laptop has caught something nasty recently

Try the second suggestion first, the link on kelly's site downloads a .reg file that attempts the registry repair automatically when you run it. Just select 'run' in the download dialog box instead of 'save to disk'
If you need to do the regedit route:
HKLMSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem
Click on the little + sign next to 'HKEY_LOCAL_MACHINE', then on the + sign next to 'Software' which will appear, then on the + sign next to 'Microsoft' etc. etc. until you get to the 'system' key. left-click on it to highlight it and in the right hand side of the screen, find the entry that says 'NoDispScrSavPage'. Right click on it, and select 'delete' from the pop-up menu.
For HKCUSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem
Do exactly the same, only start with the + sign next to 'HKEY_CURRENT_USER'
Good luck
EDIT: You'll probably need to re-start your laptop after applying the fix to see if the tab has re-appeared
