In XP you need to allow 'windows add-ons' or something... You get a little purple/yellow icon as I remember. Click it and you get a box showing windows add-ons - also via 'Tools' menu in IE 'Manage add-ons' selection will bring up same box.
Some relating to Java were not enabled - I enabled those and went back through the selection screen and it worked...
