you can only do it with a series 60 phone

Regardless of the range, I don't think these phones can at all be programmed as Remote Control via IR -- I haven't seen any IR APIs for J2ME yet or any API that can be used to control the IR via Java.

you could write your own api
actually for both the p series and the s60's there is an app that does allow the ir to be used as a programmable remote. however they don't use java but symbian.

Yeah, me too. I'm playing around with java midp at the moment. I've never done any kind of programming other than html and it's doing my head in.
I can barely get the "hello world" demo app, let alone design an API myself

all series 60's are symbian yes, but not all have the ir range to work as a remote.
And the Pseries symbian phones are not s60, they are uiq2 (symbian being the operating system, and series 60 being the Nokia user interface and UIQ2 being the SE user interface)
In other words all s60's are symbian, but not all symbian are s60. Some are UIQ2 (there are other interfaces to, such as the new UIQ3)

This is an application that adds customizable menu to your mobile phone.
It's written in Java, using rxtx library. Usable under Windoze too, target platfrom is by default Linux, so you might have to tweak it a bit to make it work with your PCTV app under Windoze.
Under Linux I am using it everyday with a bluetooth usb adapter. (with tvtime pctv application)
