Ah! I see... You only get that in Internet Explorer on Windows so I didn't see it in Safari on my Mac.
Is it not a feature of the browser rather than something wrong in your page?

Yeah, it is a browser feature. If you right-click on that popup toolbar, you'll see a "Disable Image Toolbar" option.
I'm not sure why it only appears over certain images though... probably due to some twisted Microsoft logic!!

just take your main image and splice the parts, then create a table layout in frontpage and it should be as easy as drag and drop or setting a cell with a background.

tried puttin it into frontpage and same thing happens, havent tried slicing it as i not 100% sure

As amnesia said, you need to make the image a table cell or layer background image rather than just an image in a table cell or layer.
Ditch frontpage mate, get yourself a copy of dreamweaver instead in the, ahem, usual way of getting things via the internet
