Check with the site by going to it directly. Verify all the sender details. Not just the sender's address

Any suspected fraudulent emails from Paypal should be forwarded to spoof@paypal.com and they can then investigate the matter!

Yep, looks like a 'phishing' email alright! I had a dispute witt Paypal recently, they asked me to log into my paypal account, and had no links in the email at all, and the url looks dodgy!

i had the same email! Paypal ALWAYS start their emails to you with your name or your paypal username! Fraudulent emails always start Dear valued paypal member or something like that........ If you can login to your account with no problems there isnt one! I feel sorry for people that get sucked in by these b*stards!
