the emergency call numbers have always been this way. with any phone, (well...digital GSM phone (dont know about analog but i doubt these even work still!) - you can dial 999, 112 or 911 in an EMERGENCY when the phone has no sim card in it, and also when the phone is on key lock. as far as i know this has definately always been the case. i've even asked a person that works for the fire service this before at school....he said that above...so i believed him....i dunno whether i should have...but you should always be able to - its incase someone doesnt know how to unlock your phone etc - then they can still use it to call 999, 112 or 911

This is a security feature...
You can type '112' (European emergency number) or '911' (US emergency number) even with the phone locked...
You might be unconscious and the person who gets near you first, might not know how to unlock it.
Better yet, you can type those numbers and make the call with no SIM card inserted or with no network coverage (this one is strange, but i think network operators share network access in these cases, or maybe it uses a diferrent frequency with wider range)

I spoke to SE about this less than 20 mins ago. It was a feature that was implemented in the newer handset within the last 2 years. It was brought about because of some woman falling and not being able to complete the dial. The guy did not know the country it originated in (probably the US with a fat lawsuit to go with it) but since then it has been a feature in the phones. Originally a phone would respond to one key press while in lock mode with the character pressed. Example, Keylock on + "P" = P in the standby screen. So, yup I was incorrect about the new feature implementation but it was not always there in the first place.

Its not a new thing. All Ericssons that I own, have it too. Thats phones dating back to 1999.

Common: u don't need to unlock your phone in order to dial an Emergency number. Irrespective of 911 or 112.
